Add a library implementation of modload(3) and modstat(3).

Conditionally compiled in when MODULAR_KERNEL is defined in the Makefile
(or during the build process).

Use kmod functions to see if the puffs module is loaded in the kernel,
and to load it if it is not already loaded.
