Pull up the following revisions, requested by maxv in ticket #683:

sys/arch/x86/x86/svs.c          1.15-1.17

Fix sysctl type, should be bool.

Use EOPNOTSUPP instead of EINVAL.

Improve the detection. Future generations of Intel CPUs will have a bit to
say they are not affected by Meltdown.
