mk.conf(5): more variables from BUILDING and build.sh

Add more variables from build.sh, BUILDING, and various
Makefile's documentation:
CDEXTRA CONFIGOPTS KERNARCHDIR KERNCONFDIR
KERNOBJDIR KERNSRCDIR LOCALTIME

Default sentences now consistently end with ".".
Consistency tweaks in "otherwise".
Editorial tweaks.
