legacy interface on top of the new LaTeX mechanisms for compatibility
reasons, while on older formats, it fall backs to its own previous code.

erlang: fix non-hipe builds

Restore some PLIST content state from prior to the 23.2.4 update,
which mistakenly moved some hipe-related files that get built
universally to the PLIST.hipe list. The "--disable-hipe" option does
not impact everything. Build tested with the hipe option both enabled
and disabled. This should fix build breakages, e.g., NetBSD/aarch64.

(Separately, it's kind of unfortunate that this package uses both PLIST
variables and separate PLIST files to segment content driven by options.
It should really use one approach or the other consistently, but I
haven't touched that here.)

Hotfix for handling of TeX conditionals on a path.  We can't forward
\relax and frozen \relax through the parser because there is existing
code that relies on this.

The recommendation is to use expandable conditionals where possible.

Hotfix for the new topaths handling.  One instance did not yet properly
preserve relative coordinates.

3.1.8
If a topath is bent by any of the in=, out=, bend=, etc. options, a
Bezier curve is constructed in the background.  To infer the positions
of the control points the start and end coordinate are converted to
absolute coordinates. However, this has the effect that subsequent
points on the path think that the endpoint of the topath was absolute
which can lead to counter-intuitive path construction, e.g.
```latex
\draw (2,0) to[out=0,in=180] +(1,0) -- ++(0,-1) -- +(1,0);
```
If old code relies on this behavior, this drawing will silently break!
Please open an issue if you rely on this.

This release introduces a fix for path handling which concerns
expansion of tokens on the path in particular with respect to
conditional.  Previously when the expansion of a conditonal resulted in
a frozen \relax the parser would just give up.  Now the parser will
skip over the frozen \relax and continue to expand tokens.  Whether
this will result in a meaningful expansion is up to the user.

This release also includes other bug fixes.

tex-circuitikz{,-doc}: update to 1.3.0

The main changes here are under the hood: a big refactoring that should
have helped fixed some long-standing misfeatures.
In case of disaster, there is a new rollback point added (still not
using the new LaTeX rollback mechanism, though).

NEWS for the Nettle 3.7.1 release

This is primarily a bug fix release, fixing a couple of
problems found in Nettle-3.7.

The new version is intended to be fully source and binary
compatible with Nettle-3.6. The shared library names are
libnettle.so.8.2 and libhogweed.so.6.2, with sonames
libnettle.so.8 and libhogweed.so.6.

Bug fixes:

* Fix bug in chacha counter update logic. The problem affected
  ppc64 and ppc64el, with the new altivec assembly code
  enabled. Reported by Andreas Metzler, after breakage in
  GnuTLS tests on ppc64.

* Support for big-endian ARM platforms has been restored.
  Fixes contributed by Michael Weiser.

* Fix build problem on OpenBSD/powerpc64, reported by Jasper
  Lievisse Adriaanse.

* Fix corner case bug in ECDSA verify, it would produce
  incorrect result in the unlikely case of an all-zero
  message hash. Reported by Guido Vranken.

New features:

* Support for pbkdf2_hmac_sha384 and pbkdf2_hmac_sha512,
  contributed by Nicolas Mora.

Miscellaneous:

* Poorly performing ARM Neon code for doing single-block
  Salsa20 and Chacha has been deleted. The code to do two or
  three blocks in parallel, introduced in Nettle-3.7, is
  unchanged.

NEWS for the Nettle 3.7 release

This release adds one new feature, the bcrypt password hashing
function, and lots of optimizations. There's also one
important change to how Nettle is configured: Fat builds are
now on by default.

The release adds PowerPC64 assembly for a few algorithms,
resulting in great speedups. Benchmarked on a Power9 machine,
speedup was 13 times for AES256-CTR and AES256-GCM, and 3.5
times for Chacha. For fat builds (now the default), the new
code is used automatically, on processors supporting the needed
instruction set extensions.

The new version is intended to be fully source and binary
compatible with Nettle-3.6. The shared library names are
libnettle.so.8.1 and libhogweed.so.6.1, with sonames
libnettle.so.8 and libhogweed.so.6.

New features:

* Support for bcrypt, contributed by Stephen R. van den Berg.

Optimizations:

* Much faster AES and GCM on PowerPC64 processors supporting
  the corresponding crypto extensions. Contributed by Mamone
  Tarsha.

* Speed of Chacha improved on PowerPC64, x86_64 and ARM Neon.

* Speed of Salsa20 improved on x86_64 and ARM Neon.

* Overhaul of some elliptic curve primitives, improving ECDSA
  signature speed.

Configure:

* Fat builds are enabled by default on the architectures where
  it is supported (x86_64, arm and powerpc64). To disable
  runtime selection, and instead specify the processor flavor
  at configure time, you need to pass --disable-fat to the
  configure script.

Known issues:

* The ARM assembly code in this release doesn't work correctly
  on big-endian ARM systems. This will hopefully be fixed in a
  later release.

Miscellaneous:

* Use a few more gmp-6.1 functions: mpn_cnd_add_n,
  mpn_cnd_sub_n, mpn_cnd_swap. Delete corresponding internal
  Nettle functions.

* Convert all assembly files to use the default m4 quote
  characters.

New Snowball Language Features
------------------------------

* `lenof` and `sizeof` can now be applied to a literal string, which can be
  useful if you want to do calculations on cursor values.

  This change actually simplifies the language a little, since you can now use
  a literal string in any read-only context which accepts a string variable.

Code generation improvements
----------------------------

* General:

  + Fix bugs in the code generated to handle failure of `goto`, `gopast` or
    `try` inside `setlimit` or string-`$`.  This affected all languages (though
    the issue with `try` wasn't present for C).  These bugs don't affect any of
    the stemming algorithms we currently ship.  Reported by Stefan Petkovic on
    snowball-discuss.

  + Change `hop` with a negative argument to work as documented.  The manual
    says a negative argument to hop will raise signal f, but the implementation
    for all languages was actually to move the cursor in the opposite direction
    to `hop` with a positive argument.  The implemented behaviour is
    problematic as it allows invalidating implicitly saved cursor values by
    modifying the string outside the current region, so we've decided it's best
    to fix the implementation to match the documentation.

    The only Snowball code we're aware of which relies on this was the original
    version of the new Yiddish stemming algorithm, which has been updated not
    to rely on this.

    The compiler now issues a warning for `hop` with a constant negative
    argument (internally now converted to `false`), and for `hop` with a
    constant zero argument (internally now converted to `true`).

  + Canonicalise `among` actions equivalent to `()` such as `(true)` which
    previously resulted in an extra case in the among, and for Python
    we'd generate invalid Python code (`if` or `elif` with an empty body).
    Bug revealed by Assaf Urieli's Yiddish stemmer in #137.

  + Eliminate variables whose values are never used - they no longer have
    corresponding member variables, etc, and no code is generated for any
    assignments to them.

  + Don't generate anything for an unused `grouping`.

  + Stop warning "grouping X defined but not used" for a `grouping` which is
    only used to define other another `grouping`.

* C/C++:

  + Store booleans in same array as integers.  This means each boolean is
    stored as an int instead of an unsigned char which means 4 bytes instead of
    1, but we save a pointer (4 or 8 bytes) in struct SN_env which is a win for
    all the current stemmers.  For an algorithm which uses both integers and
    booleans, we also save the overhead of allocating a block on the heap, and
    potentially improve data locality.

  + Eliminate duplicate generated C comment for sliceto.

* Pascal:

  + Avoid generating unused variables.  The Pascal code generated for the
    stemmers we ship is now warning free (tested with fpc 3.2.0).

* Python:

  + End `if`-chain with `else` where possible, avoiding a redundant test
    of the variable being switched on.  This optimisation kicks in for an
    `among` where all cases have commands.  This change seems to speed up `make
    check_python_arabic` by a few percent.

New stemming algorithms
-----------------------

* Add Serbian stemmer from stef4np (#113).

* Add Yiddish stemmer from Assaf Urieli (#137).

* Add Armenian stemmer from Astghik Mkrtchyan.  It's been on the website for
  over a decade, and included in Xapian for over 9 years without any negative
  feedback.

Behavioural changes to existing algorithms

Optimisations to existing algorithms
------------------------------------

* kraaij_pohlmann: Use `$v = limit` instead of `do (tolimit setmark v)` since
  this generates simpler code, and also matches the code other algorithm
  implementations use.

  Probably for languages like C with optimising compilers the compiler
  will generate equivalent code anyway, but e.g. for Python this should be
  an improvement.

Code clarity improvements to existing algorithms
------------------------------------------------

* hindi.sbl: Fix comment typo.

Compiler
--------

* Don't count `$x = x + 1` as initialising or using `x`, so it's now handled
  like `$x += 1` already is.

* Comments are now only included in the generated code if command like option
  -comments is specified.

  The comments in the generated code are useful if you're trying to debug the
  compiler, and perhaps also if you are trying to debug your Snowball code, but
  for everyone else they just bloat the code which as the number of languages
  we support grows becomes more of an issue.

* `-parentclassname` is not only for java and csharp so don't disable it if
  those backends are disabled.

* `-syntax` now reports the value for each numeric literal.

* Report location for excessive get nesting error.

* Internally the compiler now represents negated literal numbers as a simple
  `c_number` rather than `c_neg` applied to a `c_number` with a positive value.
  This simplifies optimisations that want to check for a constant numeric
  expression.

Build system
------------

* Link binaries with LDFLAGS if it's set, which is needed for some platform
  (e.g. OpenEmbedded).  Patch from Andreas M端ller (#120).

* Add missing dependencies of algorithms.go rule.

Testsuite
---------

* C: Add stemtest for low-level regression tests.

Documentation
-------------

* Document a C99 compiler as a requirement for building the snowball compiler
  (but the C code it generates should still work with any ISO C compiler.)

  A few declarations mixed with code crept in some time ago (which nobody's
  complained about), so this is really just formally documenting a requirement
  which already existed.

* README: Explain what Snowball is and what Stemming is (#131, reported by Sean
  Kelly).

* CONTRIBUTING.rst: Expand section on adding a new generator.

* For Python snowballstemmer module include global NEWS instead of

Update to 20190516. From the changelog:

Benchmarking:
- Speed tests now call cpucycles() before setting resource limits. This
  is important on platforms where cpucycles() needs to read files.

Verification:
- Support for SignExt and several more peephole optimizations, working
  towards support for simpler symbolic-execution backend. Various

Show available upgrades for dependencies

gopls/v0.6.0 removed support for the code lenses that showed
available upgrades for dependencies. This behavior has now been
reintroduced, with an improved UI. Users must explicitly request
this information by clicking the "Check for upgrades" code lens
above the go.mod file's require block. Any module with available
upgrades will be highlighted with an informational diagnostic and
accepting its suggested fix will preform the upgrade.

This is a production release that changes one behavior and fixes documentation
bugs.

The changed behavior is the treatment of `-e` and `-f` when given through
`BC_ENV_ARGS` or `DC_ENV_ARGS`. Now `bc` and `dc` do not exit when those options
(or their equivalents) are given through those environment variables. However,
`bc` and `dc` still exit when they or their equivalents are given on the
command-line.

Resolved issues

Fixed a potential memory leak when initializing block ciphers.
* Crypto.Math.miller_rabin_test() was still using the system random source and not the one provided as parameter.
* RSA objects have the method public_key() like ECC objects. The old method publickey() is still available for backward compatibility.
* Crypto.Util.Padding.unpad() was raising an incorrect exception in case of zero-length inputs. Thanks to Captainowie.
* better exception message when Counter.new() is called with an integer initial_value than doesn't fit into nbits bits.
* added missing block_size member for ECB cipher objects. Thanks to willem.
* nonce member of an XChaCha20 cipher object was not matching the original nonce. Thanks to Charles Machalow.

Other changes

The bulk of the test vectors have been moved to the separate package pycryptodome-test-vectors. As result, packages pycryptodome and pycryptodomex become significantly smaller (from 14MB to 3MB).
Moved CI tests and build service from Travis CI to GitHub Actions.

Drop support for Python 2.6 and 3.4.
