streamlink: update to 0.5.0

note about release notes: py-crypto can be used as an
alternative to py-cryptodome, it isn't a missing dependency.

Lot's of contributions since the last release. As always, lot's of updating to plugins!
One of the new features is the addition of Google Drive / Google Docs, you can now stream videos stored on Google Docs.
We've also gone ahead and removed dead plugins (sites which have gone down) as well as added pycrypto as a dependency for future plugins.
Again, many thanks for those who have contributed!

This is mainly a bug-fix release, but there are some other changes.

** 'find-library', 'help-function-def' and 'help-variable-def' now run
'find-function-after-hook'.

** New basic face 'fixed-pitch-serif', for a fixed-width font with serifs.
The 'Info-quoted' and 'tex-verbatim' faces inherit from it by default.

** New variable 'use-default-font-for-symbols', for backward compatibility.
This variable allows you to get back pre-Emacs 25 behavior where the
font for displaying symbol and punctuation characters was always
selected according to your fontset setup.  By default, Emacs 25 tries
to use the default face's font for such characters, if it supports
them, disregarding the fontsets.  Set this variable to nil to disable
this and get back the old behavior.

** 'electric-quote-mode' is no longer suppressed in a buffer whose
coding system cannot represent curved quote characters.
Instead, users can deal with the unrepresentable characters in the
usual way when they save the buffer.

** New variable 'inhibit-compacting-font-caches'.
Set this variable to a non-nil value to speed up display of characters
using large fonts, at the price of a larger memory footprint.

** The version number of CC Mode has been changed from 5.33 to
5.32.99, although the software itself hasn't changed.  This aims to
reduce confusion with the standalone CC Mode 5.33 (available from
http://cc-mode.sourceforge.net), which is a more mature version than
the one included in Emacs 25.2.

* A new -v option instructs scrypt to print the key derivation parameters

* A new -f option makes 'scrypt dec' ignore the amount of memory or CPU time
  it thinks decrypting a file will take, and proceed anyway; this may be useful
  in cases where scrypt's estimation is wrong.
* The '-M maxmem' option now accepts "humanized" inputs, e.g., "-M 1GB".

There are also a variety of less visible changes: Performance improvements

Encoder enhancements
--------------------
1. HDR10+ supported. Dynamic metadata may be either supplied as a bitstream via the userSEI field of x265_picture, or as a json jile that can be parsed by x265 and inserted into the bitstream; use :option:`--dhdr10-info` to specify json file name, and :option:`--dhdr10-opt` to enable optimization of inserting tone-map information only at IDR frames, or when the tone map information changes.
2. Lambda tables for 8, 10, and 12-bit encoding revised, resulting in significant enhancement to subjective  visual quality.
3. Enhanced HDR10 encoding with HDR-specific QP optimzations for chroma, and luma planes of WCG content enabled; use :option:`--hdr-opt` to activate.
4. Ability to accept analysis information from other previous encodes (that may or may not be x265), and selectively reuse and refine analysis for encoding subsequent passes enabled with the :option:`--refine-level` option.
5. Slow and veryslow presets receive a 20% speed boost at iso-quality by enabling the :option:`--limit-tu` option.
6. The bitrate target for x265 can now be dynamically reconfigured via the reconfigure API.
7. Performance optimized SAO algorithm introduced via the :option:`--limit-sao` option; seeing 10% speed benefits at faster presets.

API changes

1. x265_reconfigure API now also accepts rate-control parameters for dynamic reconfiguration.
2. Several additions to data fields in x265_analysis to support :option:`--refine-level`: see x265.h for more details.

Bug fixes
---------
1. Avoid negative offsets in x265 lambda2 table with SAO enabled.
2. Fix mingw32 build error.
3. Seek now enabled for pipe input, in addition to file-based input
4. Fix issue of statically linking core-utils not working in linux.
5. Fix visual artifacts with :option:`--multi-pass-opt-distortion` with VBV.
6. Fix bufferFill stats reported in csv.

textproc/icu: security fix (backported)

ICU had a vulnerability (CVE-2017-786[78])
Unfortunately they fixed it by doing a major release and have previously
broken other packages at runtime with such updates.

I've made backports of all the changesets that were mentioned in any of
the links, specifically the oss-fuzz report was somewhat broad and
mentioned 39673 which backported several 'crash' changesets:

The advisory only references code changes relevant to 39671, we could
limit the backport to that.

These are manual backports by myself as the patches did not apply
cleanly.
