Updating packag for p5 module Proc::Simple from 1.25 to 1.26

pkgsrc changes:
  - Adding license information
  - Remove workarounds for the crap of the last version

Update changes:
          from 1.25: Localize special variables so that the exit status
                    from waitpid doesn't leak out, causing exit status
                    to be incorrect (RT33440, fixed by Brad Cavanagh).
