add conditionals to PLIST to fix the non-gnome case, should fix
PR pkg/43812 by Matthew Mondor
The DIA_HELPDIR variable looks unnecessary now, it might make sense
to not install the xml documentation in the non-gnome case because
there is no tool to read it anyway.
