Updating package for CPAN module Module::Pluggable in
devel/p5-Module-Pluggable from 4.0 to 4.3.

pkgsrc changes:
- switch PERL5_MODULE_TYPE from ExtUtils::MakeMaker (default) to
  Module::Build
