update to 1.32.3
changes:
- make gobject-introspection PANGO_GLYPH happy
- provide a phony define for LANGUAGE
- adjust to harfbuzz 0.97 api

since harfbuss is used only internally, and its shlibname didn't
change, I'm refraining from a recursive revbump
