  - Guile "auto-compilation" suppressed

    In all three phases: configuration, build, and test, Guile 2.x
    "auto-compilation" of .scm to .go files is suppressed by setting
    the env var ���GUILE_AUTO_COMPILE=0���.

    We will do intentional compilation at some point, as soon as we
    figure out how to DTRT.  See project CMOD-PLAY for experiments.

go-bin: support for Darwin/arm64.

This uses go-1.16.beta1, which is the first (beta) release to natively
support Apple Silicon on macOS.

Discussed and tested on tech-pkg@.

Note that more is missing to be able to use Go 1.16 to build packages on
Darwin/aarch64 (or arm64).

## What's new in LuaRocks 3.4.0

### Features

* `luarocks make` now supports `--only-deps`
* `luarocks make` new flag: `--no-install`, which only performs

* `luarocks build` and `luarocks make` now support using

0.9.13 truly is a cross-platform release, the best we've ever done in that respect:
Out of the [49 issues](https://github.com/LibVNC/libvncserver/issues?q=is%3Aclosed+milestone%3A%22Release+0.9.13%22)
closed with this release, 20 alone were related to MS Windows. The result is that 0.9.13
is the first release with full support for Microsoft Windows! The cross-platform focused
work did not end there tough: MacOS support was brought up from barebones to a fully working
production-grade VNC server application. Other highlights are improvements regarding TLS
in LibVNCClient, [SetDesktopSize](https://github.com/rfbproto/rfbproto/blob/master/rfbproto.rst#setdesktopsize)
support in LibVNCServer and a major cleanup of the project's documentation. Last but not
least, 0.9.13 comes with the usual assortment of bugfixes and security improvements.

## Overall changes:
  * Small tweaks to the CMake build system.
  * The macOS server example was overhauled and is now the most feature-complete sample
application of the project, ready for real-world use.
  * Lots of documentation updates and markdownifying.
  * The TravisCI continuous integration now also build-checks cross-compilation from
Linux to Windows.
  * Setup a [Gitter community chat](https://gitter.im/LibVNC/libvncserver) for the project.

## LibVNCServer/LibVNCClient:
  * Both LibVNCServer and LibVNCClient now support an additional platform, namely
Microsoft Windows. Building is supported with Visual Studio as well as MingGW.
  * The separate crypto routines used by LibVNCClient and LibVNCServer were refactored
into an implementation common to both libraries.
  * Several security issues got fixed.
  * The bundled noVNC client is now at version 1.1.0 and included via a git submodule.

## LibVNCClient:
  * Added connect timeout as well as read timeout support thanks to Tobias Junghans.
  * Both TLS backends now do proper locking of network operations when multi-threaded
    thanks to Gaurav Ujjwal.
  * Fixed regression in Tight/Raw decoding introduced in 0.9.12 thanks to DRC.
  * Fixed encrypted connections to AnonTLS servers when using the OpenSSL back-end.
Made possible by the profound research done by Gaurav Ujjwal.

## LibVNCServer:
  * Added a hooking function (`clientFramebufferUpdateRequestHook`) to deliver
rfbFramebufferUpdateRequest messages from clients to the frame producer
thanks to Jae Hyun Yoo.
  * Added SetDesktopSize/ExtendedDesktopSize support thanks to Floris Bos.
  * Added multi-threading support for MS Windows.
  * Fixed VNC repeater/proxy functionality that was broken in 0.9.12.
  * Fixed unstable WebSockets connections thanks to Sebastian Kranz.

    Fixed inconsistent version numbering between the Makefile and the CMakeLists
    Documentation failed to mention SECTION FRAGMENT
    Documentation incorrectly listed bit 7 of symbol type as being the unionized section flag, and failed to mention the section fragment flag
    Documentation erroneously used to claim that symbol names could begin with a digit
    Error out when using align outside of a SECTION, or when using shift outside of a macro... instead of crashing
    Fixed a potential RGBASM crash with very large expressions
    Fixed overwriting a builtin symbol succeeding after insisting enough
    Fixed a crash when subtracting two invalid labels

Move the pkgdb compatibility error to a NetBSD-specific file to avoid
breakage for users who have other package managers that use /var/db/pkg
(Reported by Frederic Cambus on FreeBSD, OpenBSD)

Adjust warning: specifying PKGDB_DIR in mk.conf should be sufficient
for building packages for the compatibility pkgdb location.

This is still an error message, because:
- While we can handle the existing references of PKGDB_DIR, new ones
might be created.
- It is a minor inconvenience to people building packages from source.

Added a comprehensive check and an informative error message for the case where a mapped class, or a string mapped class name, is passed to relationship.secondary. This is an extremely common error which warrants a clear message.

Additionally, added a new rule to the class registry resolution such that with regards to the relationship.secondary parameter, if a mapped class and its table are of the identical string name, the Table will be favored when resolving this parameter. In all other cases, the class continues to be favored if a class and table share the identical name.

Bug Fixes
Fixed bug where ImportPathMismatchError would be raised for files compiled in the host and loaded later from an UNC mounted path (Windows).

Fixed regression in approx: in 6.2.0 approx no longer raises TypeError when dealing with non-numeric types, falling back to normal comparison. Before 6.2.0, array types like tf.DeviceArray fell through to the scalar case, and happened to compare correctly to a scalar if they had only one element. After 6.2.0, these types began failing, because they inherited neither from standard Python number hierarchy nor from numpy.ndarray.

approx now converts arguments to numpy.ndarray if they expose the array protocol and are not scalars. This treats array-like objects like numpy arrays, regardless of size.
