Bugfixes
- Fixed a race condition in the ``tzoffset`` and ``tzstr`` "strong" caches on
  Python 2.7.
- Parsing errors will now raise ``ParserError``, a subclass of ``ValueError``,
  which has a nicer string representation.
- ``parser.parse`` will now raise ``TypeError`` when ``tzinfos`` is passed a
  type that cannot be interpreted as a time zone. Prior to this change, it
  would raise an ``UnboundLocalError`` instead.

- Fix typo in setup.cfg causing PendingDeprecationWarning to not be explicitly
  specified as an error in the warnings filter.
- Fixed issue where ``test_tzlocal_offset_equal`` would fail in certain
  environments (such as FreeBSD) due to an invalid assumption about what time
  zone names are provided.
- Fixed a minor bug in ``test_isoparser`` related to ``bytes``/``str``
  handling.
- Explicitly listed all markers used in the pytest configuration.
- Extensive improvements to the parser test suite, including the adoption of
  ``pytest``-style tests and the addition of parametrization of several test
  cases.
- Added tests for tzinfos input types.
- Fixed failure of test suite when changing the TZ variable is forbidden.
- Pinned all test dependencies on Python 3.3.

Documentation changes
- Fixed many misspellings, typos and styling errors in the comments and
  documentation.

Misc
- Added Python 3.8 to the trove classifiers.
- Moved as many keys from ``setup.py`` to ``setup.cfg`` as possible.
- Reorganized ``parser`` methods by functionality.
- Switched ``release.py`` over to using ``pep517.build`` for creating releases,
  rather than direct invocations of ``setup.py``.
- Added a "build" environment into the tox configuration, to handle dependency

Go-mux implements a request router and dispatcher for matching
incoming requests to their respective handler.

The name mux stands for "HTTP request multiplexer". Like the standard
http.ServeMux, mux.Router matches incoming requests against a list of
registered routes and calls a handler for the route that matches the
URL or other conditions. The main features are:

It implements the http.Handler interface so it is compatible with the
standard http.ServeMux.
Requests can be matched based on URL host, path, path prefix, schemes,
header and query values, HTTP methods or using custom matchers.
URL hosts, paths and query values can have variables with an optional
regular expression.
Registered URLs can be built, or "reversed", which helps maintaining
references to resources.
Routes can be used as subrouters: nested routes are only tested if the
parent route matches. This is useful to define groups of routes that
share common conditions like a host, a path prefix or other repeated
attributes. As a bonus, this optimizes request matching.

net/unison2.51: Return to installing as "unison".

The short summary is that there is now one unison package which
installs a binary named "unison".

unison has multiple branches, but upstream only maintains 2.51.
Because the wire protocol also depends (sometimes, such as in the case
of 4.08) on the ocaml version because of serialization, older unison
built with 4.08 will not interoperate with those older versions built
with earlier ocaml.  Therefore older versions in pkgsrc have no
utility, and have been removed.  (In addition, zero people commented
about using them.)

Until recently, this package used to install as "unison", as opposed
to to the 2.32, 2.40, and 2.48 packages which installed as
"unison-2.xx", because 2.51 is the standard approach and the others
were an accomodation for those interoperating with systems with old
software.  Now, with only one unison package, this is
counterproductive.  (In addition, the change to install as 2.51 was
not discussed, was objected to, and no reply comments were received.)

As proposed on pkgsrc-users with no comments, and concurrence by wiz@
with my analysis that this cannot work to interoperate with old
software.  Note that unison has multiple versions only to deal with
wire protocol breaks that happen every version; without that there
would just be a single recent unison version.

In addition to being old and unused, I believe that 2.48 from pkgsrc
(built now with pkgsrc's ocaml) cannot work to interoperate with other
systems that still have 2.48, because pkgsrc's ocaml version has an
incompatible serialization format, and the unison wire protocol is
effectively the combination of the unison version and the ocaml
serialization version.

(Separate from 2.32 and 2.40 removal to ease separate reverting,
should it be necessary.)

the combination "IPv6 and proto UDP and SOCKS proxy" did not work - as a workaround, force IPv4 in this case until a full implementation for IPv6-UDP-SOCKS can be made.
