The most important change is support for upcoming Intel processors with
multiple Dies per CPU. hwloc release 2.1 will add a new "Die" object.
In the meantime 1.11.13 and 2.0.4 represent those Dies as "Die" groups.

Summary of the changes since 1.11.12:

* Add support for Linux 5.3 new sysfs cpu topology files with Die information.
* Add support for Intel v2 Extended Topology Enumeration in the x86 backend.
* Tiles, Modules and Dies are exposed as Groups for now.
  + HWLOC_DONT_MERGE_DIE_GROUPS=1 may be set in the environment to prevent
    Die groups from being automatically merged with identical parent or
children.
* Ignore NUMA node information from AMD topoext in the x86 backend,
  unless HWLOC_X86_TOPOEXT_NUMANODES=1 is set in the environment.
* Group objects have a new "dont_merge" attribute to prevent them from
  being automatically merged with identical parent or children.

This change introduces a fundamental backward incompatibility for any projects implementing a find_distributions method on a MetaPathFinder. This new layer of abstraction allows this context to be supplied directly or constructed on demand and opens the opportunity for a find_distributions method to solicit additional context from the caller.

SDF (Simple Document Format) is a freely available document development
system which generates high quality outputs in a variety of formats from
a single source. The output formats supported include PostScript, HTML,

the idea of specifying documents in a logical manner via a simple markup

My earlier try at fixing Linux only worked with particular distros. To
get around this, just install a stub charset.alias file universally on
Linux. This is the simplest thing to do for now. While here, this is
also breaking on recent Darwin releases because the build scripting
expects GNU sed.

packages need newer, we end up with some binaries having two different
freetypes.  Adjust freetype's API_DEPENDS to 2.8.1, because
pango needs at least that.  This means that pkgsrc freetype will
always be used on netbsd-8.

(ABI_DEPENDS should perhaps be bumped as well, and it's hard to
believe that there has been no ABI change since 2.4.11.)

packages need newer, we end up with some binaries having two different
fontconfigs.  Adjust fontconfig's API_DEPENDS to 2.11.91, because
pango needs at least that.  This means that pkgsrc fontconfig will
always be used on netbsd-8.

The only sound approach appears to be a hard choice of system vs
pkgsrc fontconfig, without per-package overrides, but that's a bigger
step.  We could also consider changing API_DEPENDS to match the pkgsrc
fontconfig, so base is only used if newer.

(Needs a revbump.)

MesaLib: Enable lima and panfrost drivers on arm and aarch64.

both lima and panfrost gallium drivers apparently build fine on

pkgtools/pkglint: update to 5.7.23

Changes since 5.7.22:

* Added a warning for lines that look empty but are actually follow-up
  lines from a previous line.

* Added notes for unusual placement of the continuation backslash. It
  should always be preceded by a single space or tab, or be in column
  73.

* Improved check for needlessly complicated !empty(PKGPATH:Mcat/pkg)
  that is transformed into the simpler ${PKGPATH} == cat/pkg, even if
  the package name contains hyphens, dots, plus or slashes.

* Added check for the _VARGROUPS section since that section contains
  many redundancies that can easily be checked. For example, in
  mk/compiler/gcc.mk the _VARGROUPS section is 67 lines long and
  contains far more than 100 variables. It's tedious to manually check
  this file for internal consistency. That's better left to pkglint.

* The empty variable is no longer flagged as "used but not defined".
  It appears in expressions like ${:Ustring}.

* When --source is combined with --explain, don't unnecessarily
  repeat the source code for a single line if there are several
  diagnostics. Instead, even omit the empty line between the diagnostics
  for the same line.
