Support for General References in Rule Heads

In OPA 0.56.0, we introduced support for general references in rule
heads as an experimental feature.  It has now graduated to a fully
supported feature, and is no longer experimental.

A general reference is a reference with variables at arbitrary locations.
In Rego, partial rules are used for generating sets and objects.
In previous versions of OPA, variables were only allowed in the very
last position in the rule's reference.
Now, Rego has been expanded to allow rules to be declared with general
references in their head, with variables at arbitrary locations.

  leading or trailing star matches any number of path components, like a double
  star would.  This is different than the behavior of a star in the middle of a
  pattern.  This discrepancy was `identified by Sviatoslav Sydorenko
  <starbad_>`_, who `provided patient detailed diagnosis <pull 1650_>`_ and
  graciously agreed to a pragmatic resolution.

- The API docs were missing from the last version. They are now `restored

- [RISC-V] mold now supports TLSDESC relocations. TLSDESC is a new mechanism

  and implement it to compiler toolchain including GCC, GNU binutils and,

- mold no longer marks an as-needed .so as "needed" if the .so file is not
  directly used by the output file. Previously, mold marked a .so file as
  "needed" if the .so file was used by another "needed" .so file.

rust-bin: update the i586 binaries, so the result works on netbsd-9...

...and probably newer as well.  Testing status on netbsd-8 is unknown
at the moment.  Ref. pkgsrc-users@ discussion; the old binaries
were built on netbsd-8 and require gcc7's shared libs from pkgsrc.
This set is instead cross-built, and does not depend on an external
LLVM or external gcc.

Bump PKGREVISION, since this gets us new i586 binaries.

www/libreddit: update to latest snapshot.

The project is in maintenance mode since the Reddit API change, which
factually killed third-party apps. Yet, libreddit is still perfectly
usable for a self-hosted private instance which would not hit the reddit
API request threshold.
While it's not clear where the project is headed at the moment, it
appears resonable to pull all the changes and fixes committed since the
last official release.

All C code calling into Python and all C code called by Python uses vectorcall / fastcall (see PEP 590) which reduces the overhead of passing and receiving positional and keyword arguments. (APSW issue 477 APSW issue 446):

Conversion of arguments from Python values to C values drops generic PyArg_ParseTupleAndKeywords in favour of direct processing which is more efficient and allows better exception messages.
Running speedtest with a VFS that inherits all methods went from being 17% slower than pure SQLite to 2% slower.
A virtual table benchmark takes 35% less time. (Remember that benchmarks are best case!)
The shell JSON output modes have been fixed. Mode 'json' outputs a json array, while mode 'jsonl' does newline delimited json objects, aka json lines. (APSW issue 483)

emacs28-nox11: Force nextstep off to fix macOS build

Despite --without-all, emacs's configure finds and enables nextstep
(cocoa) on macOS, which besides violating the intent to build a
command-line emacs, builds a different set of files and thus fails
packaging.  Explicitly disable nextstep.

With this change, the package builds and runs on macOS.

meson: fix non-default Python sandboxed builds with py-cython

Since Meson is not Python versioned, but Cython is, we previously
ended up with a situation where builds of Cython-using packages
would fail. Instead of the Makefile kludge where it would simply
force the default Python version associated with Cython, use a
different hack that will search for all (presently) possible versions.

This is not an ideal solution, but is being committed to fix build
breakage in the lead up to branching pkgsrc 2023Q3. Other solutions
would be to go back to Python versioned Meson, or getting Meson to
handle multi-Python environments more cleanly.
