lang/rust: fix unsatisfiable condition in cargo.mk

The condition had been the same as in Makefile before 1.174.

Testing for OPSYS was unnecessary since that is included in
MACHINE_PLATFORM as well.

The ${VAR} syntax is easier readable since the number of exclamation
marks matches the number of negations, contrary to !empty, which is
effectively a positive test.

Swapped the order of the conditions since it is easier to read
"generally, but not" than "not this and the general case".

graphics/pdfpc: import pdfpc-4.4.0

pdfpc is a GTK-based presentation viewer which uses Keynote-like
multi-monitor output to provide meta information to the speaker
during the presentation. It is able to show a normal presentation
window on one screen while showing a more sophisticated overview
on the other one, providing information like a picture of the next
slide, as well as the time left in the presentation. pdfpc processes
PDF documents, which can be created using nearly all modern
presentation software.

Scribus is a publishing layout program for X using the QT interface.

It can do typical tasks like kerning text and placing and rotating
text and images.

New features

    The targets subtool is now implemented. This subtool prints targets built by the project, either by rule name or depth from the final outputs.
    The compdb subtool is now implement. This subtool dumps a JSON compilation database, as specified in https://clang.llvm.org/docs/JSONCompilationDatabase.html, and allows integration with some IDEs and build tools.
    The NINJA_STATUS environment variable is now honored, allowing control over what information is included in the status line.
    The -l flag (scheduling based on load average) is now ignored for compatibility with ninja.

Bug fixes

    When a job specified depfile and deps, but did not actually write the depfile (for example, D compilers with meson), we now write an empty dependency record to .ninja_deps. This matches ninja's behavior and prevents unwanted rebuilds.
    When the manifest is dirty, but a restat = 1 action causes the manifest rebuild to be pruned, we now continue with the build. This prevents a manifest rebuild loop in these cases (for example with cmake using glob patterns), since the manifest is always dirty after reloading.

Cleanups

    When no default line is present in build.ninja, we previously scheduled all targets for building rather than just the root targets (those with no dependents). This makes no difference is practice sin

    ce we need to build all dependencies before a target anyway, but this was changed in order to implement the targets subtool.
    We now do a better job at freeing memory when the manifest is rebuilt.
    Some code style inconsistencies were fixed.

When a package adds an additional version requirement for another
package, it must do so using BUILDLINK_API_DEPENDS instead of
BUILDLINK_ABI_DEPENDS.  Most packages already do this.

When a values is appended to an undefined variable using the += operator,
bmake does not add a space before, and pkglint caught up to do the same.
This change has no practical consequences though.

As always, a bit of refactoring.  The method names of MkAssignChecker
contained the redundant word "varassign".

bmake: Improve heuristic deciding whether to use pdksh.

The ultimate goal here is to completely sync with what was used by the
bootstrap script, but for now this will at least ensure if pdksh was pulled
in by bootstrap then the final build of devel/bmake will also use the same
shell rather than randomly based on OPSYS.

* WARNING: Backward-incompatibility!
  Number signs (#) appearing inside a macro reference or function invocation
  no longer introduce comments and should not be escaped with backslashes:
  thus a call such as:
    foo := $(shell echo '#')
  is legal.  Previously the number sign needed to be escaped, for example:
    foo := $(shell echo '\#')
  Now this latter will resolve to "\#".  If you want to write makefiles
  portable to both versions, assign the number sign to a variable:
    H := \#
    foo := $(shell echo '$H')
  This was claimed to be fixed in 3.81, but wasn't, for some reason.
  To detect this change search for 'nocomment' in the .FEATURES variable.

* WARNING: Backward-incompatibility!
  Previously appending using '+=' to an empty variable would result in a value
  starting with a space.  Now the initial space is only added if the variable
  already contains some value.  Similarly, appending an empty string does not
  add a trailing space.

* WARNING: Backward-incompatibility!
  Previously using the .SILENT pseudo-target in a makefile would force all
  sub-makes to be invoked with the '-s' option, effectively making all
  sub-makes silent as well.  In this release, .SILENT only has effect for the
  current invocation of make.  As a side-effect of this, .SILENT no longer has
  a side-effect of enabling the --no-print-directory option, which using -s
  will do.

* NOTE: Deprecated behavior.
  Contrary to the documentation, suffix rules with prerequisites are being
  treated BOTH as simple targets AND as pattern rules.  Further, the
  prerequisites are ignored by the pattern rules.  POSIX specifies that in
  order to be a suffix rule there can be no prerequisites defined.  In this
  release if POSIX mode is enabled then rules with prerequisites cannot be
  suffix rules.  If POSIX mode is not enabled then the previous behavior is
  preserved (a pattern rule with no extra prerequisites is created) AND a
  warning about this behavior is generated:
    warning: ignoring prerequisites on suffix rule definition
  The POSIX behavior will be adopted as the only behavior in a future release
  of GNU make so please resolve any warnings.

* New feature: Grouped explicit targets
  Pattern rules have always had the ability to generate multiple targets with
  a single invocation of the recipe.  It's now possible to declare that an
  explicit rule generates multiple targets with a single invocation.  To use
  this, replace the ":" token with "&:" in the rule.  To detect this feature
  search for 'grouped-target' in the .FEATURES special variable.

* New feature: .EXTRA_PREREQS variable
  Words in this variable are considered prerequisites of targets but they are
  not added to any of the automatic variable values when expanding the

PEP 517 specifies a standard API for systems which build Python packages.

This package contains wrappers around the hooks specified by PEP 517. It
provides:
* A mechanism to call the hooks in a subprocess, so they are isolated from the
  current process.
* Fallbacks for the optional hooks, so that frontends can call the hooks
  without checking which are defined.
* Higher-level functions which install the build dependencies into a temporary
  environment and build a wheel/sdist using them.

mk/subst.mk: document the unspecified application order

To avoid bmake warnings because of duplicate class names, the :O:u
modifier had been added in r1.66 on 2020-03-21.  This had the side effect
that the subst classes are now applied in alphabetical order instead of
declaration order.

For this to actually matter, there must be a file that is affected by two
different subst classes and in which the substitutions depend on each
other or prevent each other.  Chances for that are pretty low.

The order is intentionally documented as being unspecified, to allow for
future modifications, just in case that a bmake variable modifier is
invented that filters for duplicates without requiring the duplicates to
be adjacent to each other.  In that situation, it would be nicer to
switch back to declaration order instead of alphabetical.

py-authlib: added version 0.9.1

OAuth often seems complicated and difficult-to-implement. There are several
prominent libraries for handling OAuth requests, but they all suffer from one
or both of the following:

  *  They predate the OAuth 1.0 spec, AKA RFC 5849.
  *  They predate the OAuth 2.0 spec, AKA RFC 6749.
  *  They assume the usage of a specific HTTP request library.

OAuthLib is a generic utility which implements the logic of OAuth without
assuming a specific HTTP request object or web framework. Use it to graft OAuth
client support onto your favorite HTTP library, or provider support onto your
favourite web framework. If you're a maintainer of such a library, write a thin
veneer on top of OAuthLib and get OAuth support for very little effort.

Default install of tortoise-orm now installs with no C-dependencies, if you want to use the C accelerators, please do a pip install tortoise-orm[accel] instead.
Added <instance>.clone() method that will create a cloned instance in memory. To persist it you still need to call .save()
.clone() will raise a ParamsError if tortoise can窶冲 generate a primary key. In that case do a .clone(pk=<newval>)
If manually setting the primary key value to None and the primary key can be automatically generated, this will create a new record. We however still recommend the .clone() method instead.
.save() can be forced to do a create by setting force_create=True
.save() can be forced to do an update by setting force_update=True
Setting update_fields for a .save() operation will strongly prefer to do an update if possible
